Job Description

The Department of Social Services is seeking an innovative and strategic team member for our Licensing Division. The position of the Program Administrative Manager (Associate Director, Senior) assumes supervisory oversight and responsibility of managing two units charged with regulatory functions and activities in the adult programs and with responsibilities for handling enforcement actions and appeals.

Essential duties of this position are to:
- Provide continuity of supervision of licensing administrators, while the division director provides overall agency management and oversight
- Work closely with the division director in planning and conducting performance assessments to ensure division goals and objectives are met according to established expectations/deadlines
- Work with managerial staff and direct reports to ensure the consistent application of SOPs, regulations, and the Code of Virginia within and between licensing offices
- Mediate unresolved disputes or conflicts between providers of adult care services and regional licensing staff
- Ensure a balanced and equitable distribution of essential managerial staff with key operations related institutional knowledge
- Work to improve the levels of communication and collaboration between the field offices and home office and also with other divisions and agencies
- Provide leadership and information to promote effective teamwork within the division and with relevant components of the department and partner groups beyond the agency, such as provider organizations and associations
- Provide information/presentations as requested to stakeholders and community partners in the absence of the division director or as designated to represent the director

Minimum Qualifications

Considerable experience supervising field offices and high level supervisors. Considerable experience working closely with a director planning and conducting performance assessments to ensure division goals and objectives are met according to established expectations and deadlines. Considerable experience working with managerial staff and direct reports to ensure the consistent applications of SOPs, regulations and the Code of Virginia within and between licensing offices. Considerable experience mediating unresolved disputes or conflicts between providers of adult care services and regional licensing staff. Demonstrated knowledge of the techniques used to ensure a balanced and equitable distribution of essential managerial staff with key operations related institutional knowledge. Demonstrated ability to improve the levels of communication and collaboration between the field offices and home office and also with other divisions and agencies and with staff of the Office of Attorney General. Demonstrated ability to provide leadership and information to promote effective teamwork within the division and the relevant components of the department and partner groups beyond the agency, such as provider organizations and associations. Experience in providing information/presentations as requested to stakeholders and community partners in the absence of the division director or as designated to represent the director.
A valid driver’s license is required.

Preferred Qualifications

Graduation from a college or university with major or minor in behavioral sciences, human service, public administration, business administration or related field or an equivalent combination of training and experience.
Related Master’s level degree or higher preferred. Experience which include local and/or state regulatory or social services programmatic management is preferred. Considerable experience directing statewide program operations, developing and implementing regulatory and investigative functions for adult programs also preferred.

Special Requirements

Employment will be contingent upon successfully passing a criminal history background check.

VDSS employees whose positions are in Band 5 and above perform in emergency roles if needed during state and federal disaster declarations. This is in accordance with the agency’s emergency responsibilities. The selected candidate will be assigned to an emergency role upon hire and is expected to perform in that capacity as needed.

VDSS will record information from each new employee’s Form I-9 (Employment Eligibility Verification) into the Federal E-Verify system to confirm identity and work authorization.

The selected candidate will be required to complete a “Statement of Economic Interest” form.

VDSS employees whose positions are in Band 5 and above perform in emergency roles if needed during state and federal disaster declarations. This is in accordance with the agency’s emergency responsibilities. The selected candidate will be assigned to an emergency role upon hire and is expected to perform in that capacity as needed.
