Job Description

Founded in 1778, Rockbridge County has a diversified economy and a desirable location near the Appalachian Trail and the intersection of I-81 and I-64. Rockbridge is home to several universities, including Virginia Military Institute and Washington & Lee University.

The DSS Director is responsible for all social service, human resources and financial program areas in a moderate size office with varied and complex programs. Establishes the goals and objectives for the local department; administers the social services benefit and service programs; authorizes, coordinates and directs the programs of multiple divisions; communicates the mission of the agency and duties of each division. Manages and coordinates workflow of managerial staff and works with the Local Board of Social Services, recommending policy and legislation changes and making short and long term decisions based on data, trends, directives and findings. Obtains and manages the agency’s resources, prepares agency budgets, tracks expenditures, anticipates trends and redirects resources. Acts as agency spokesperson with public and liaison with Virginia DSS and the VLSSE.

Minimum Qualifications

Considerable knowledge of: laws and regulation on administration of welfare services, available public and private resources and services social work case load management; methods and techniques of counseling with clients; and basic principles of office organization and supervision. Considerable knowledge of: management/supervisory practices, strategic planning, resource allocation, leadership , and coordination of people and resources; ability to use basic computer programs and make presentations.

Preferred Qualifications

Bachelor’s or Master’s degree in human services, business or public administration or related field or equivalent combination of training and work experience. Professional experience in social work or other human services field with considerable supervisory experience.

Special Requirements

Applicants may be subject to a Criminal History Background search, Central Registry search, DMV/driving record check, and/or pre-employment drug screen.
The investigation may include: fingerprint checks (State Police, FBI), local agency checks, employment verification and references, verification of education (relevant to employment), credit checks (relevant to employment) and other checks requested by the hiring authority.

This position is covered under Code of Virginia §63.2-1601.1 or §63.2-1720 requiring the finalist candidate to submit to fingerprinting and provide personal descriptive information for a criminal history record check through the Central Criminal Records Exchange and a search of the Central Registry.

All offers of employment are contingent upon satisfactory results of the required checks and screenings.

Employee must be willing to work in the community emergency shelter in the event of a natural disaster or emergency.

Occasional overtime,weekend work, work during inclement weather and during other unusual conditions, and overnight travel may be required.
