Job Description

This position manages and oversees the operation, monitoring, and maintenance of two large steam-generating boiler plants consisting of three high-pressure diesel and natural gas fueled steam boilers (and other boilers as assigned), D.A. tank, and all related support equipment according to all applicable Federal, State, and local Regulations Ensures sufficient steam flow to Powhatan Correctional Center and Virginia Correctional Center for Women. Ensures safe and efficient operations of the boiler plants and supervises the overall operations of the boiler plants. Ensures adherence to all applicable LOPs, SOPs, Federal, and State environmental and occupational safety compliance requirements (DEQ, USEPA, VOSH, DOLI, etc.). Manages utility plant workers and offenders and ensures staff scheduling, training and continued learning. Implements training programs. Ensures that the plant produces a reliable steam flow for Powhatan Correctional Center and Virginia Correctional Center for Women and assists institutional staff in identifying and solving issues related to the boiler plant and/or steam line and traps and related heat exchangers.

This position also assists other Environmental Services Unit staff and other boiler plants in troubleshooting, scheduling, staffing, and oversight during special projects or emergencies. Assists in the development and subsequently implements re-entry and vocation training for returning citizens. Develops, trains, and empowers staff to fully operate all aspects of the plant and related operations.

Minimum Qualifications

High school diploma or equivalent. Valid driver’s license. Extensive experience in boiler maintenance and repair. Experience as a manager and/or Chief Engineer of a steam, hot water, and/or equivalent Boiler Plant experience. An equivalent combination of training and experience indicating possession of preceding knowledge and abilities may substitute for experience. Experience supervising staff, scheduling, and productivity. Demonstrated ability to supervise and manage all operations of a large steam generating boiler plant. Knowledgeable of the operation and maintenance of firetube, high pressure steam, gas fired boilers (and other boilers as necessary), associated auxiliary equipment, and water chemistry testing and implementation. Demonstrated ability to trouble shoot, perform corrective and preventive maintenance on Boiler Plant equipment. Demonstrated ability to read and follow written procedures and to prioritize, and complete assignments with minimal guidance from others. Demonstrated ability to interpret and apply operating procedures and policies. Demonstrated ability to do job layouts. Must be able to do heavy physical work including lifting 50 or more pounds. Demonstrated ability to operate vehicles and heavy equipment (such as loaders, forklifts, bulldozer, etc.). Ability to communicate effectively orally and in writing. Demonstrated skill in the use of computers and related hardware, applications, and software to include the Internet and Microsoft Office (i.e., Word and Outlook/email) or similar office productivity software.

Preferred Qualifications

Prefer State of Virginia Certified Boiler Operator License. Prefer skill in the use of Microsoft Office Excel, PowerPoint, and Access or similar office productivity software.
