Job Description

Exciting opportunity to lead business functions for nationally recognized leader in state procurement programs! This position is a key leadership position that supports Virginia’s procurement mission to help every unit of state government purchase all materials, equipment, supplies, printing & nonprofessional services of every description. This position will support and advise the Director by managing and supervising key business and administrative staff and supporting activities; plans, directs and controls DPS’ financial and business administrative functions in accordance with applicable standards, policies, and regulations. The position works collaboratively with leadership and relevant internal and external business stakeholders to manage the business activities that support the mission of Virginia’s central procurement activity. Financial responsibilities include oversight and management of budgets, revenues, and expenses that govern the: a) Virginia central statewide electronic procurement system (“eVA”) enterprise fund program, including the contract and all financials; b) the Virginia Strategic Sourcing Initiative (VSSI) statewide master contract program; c) national collaborative efforts and the cooperative contract opportunities through the Commonwealth’s membership – with all other US states in the National Association of State Procurement Officials (NASPO) , and; the Virginia Institute of Procurement (VIP) state training and procurement certification programs and the annual statewide public procurement forum, which together serve to develop and advance the skills of Virginia’s procurement workforce.

This position supports the agency mission of DGS, the mission, objective, and programs of DPS’ internal business units: the central Procurement Contracting Bureau (including the Virginia Institute of Procurement learning and development training activity); Policy, Consulting and Review Bureau; eVA eProcurement Bureau; delegation.

In addition to divisional budget formulation and management, Administrative functions include electronic records and document management and distribution, fixed assets, and resources management.

Minimum Qualifications

*Knowledge and experience in multi-discipline program management and administration

*Experience in program needs assessment, planning, project management, implementation, and evaluation and IT

*Knowledge of accounting, budgeting, procurement practices and procedures

*Knowledge of marketing, and staff recruitment, development, and retention.

*Knowledge of financial and enterprise resource planning (ERP) programs and processes and management

*Skilled in managing a business activity, planning its financial and business programs, and then evaluating their effectiveness

*Skilled in oral, written and interpersonal communications

*Demonstrated ability to manage internal and enterprise service fund programs, and work independently to manage multiple business functions with minimal supervision

*Creative writing abilities to develop strategic business plans, decision briefs, and other essential working and presentation documents

*Able to analyze business processes, document workflow, and implement entrepreneurial or creative ways to improve services, develop efficiencies, or reduce costs

*Able to develop business cost-modeling and analyze and interpret complex financial data

*Able to exercise effective leadership principles

*Able to lead, instruct and train staff

*Able to exercise creative and complete thinking to formulate and implement new business activities through concept to reality

*Degree in business, management information, engineering, operations research, systems analysis or a related discipline, or equivalent combination of education and experience
