Job Description

Leads VDOT’s analysis of highway crash data to support the successful implementation of VDOT’s various highway safety programs. Provides leadership and oversight for the successful management of technical projects and assignments in the area of highway safety and crash data analysis. Provides technical guidance, assistance, and support to management in setting policy, procedures, and direction for crash data analysis efforts in support of VDOT’s highway safety programs. Leads VDOT’s customer service efforts in regards to responding to requests for crash data analysis results and deploying highway safety analysis information to both external and internal customers. Serve as liaison to Research Council projects in area of crash data analysis.

This position is eligible for telework opportunities; availability, hours, and duration are at the sole discretion of the Department Manager in accordance with VDOT’s Teleworking policy.

Minimum Qualifications

Knowledge of: traffic engineering operational and safety theory, procedures and methods; highway inventory, crash and traffic systems; MS Access, statistical analysis packages including SPSS and JMP, and ArcGIS; to include crash data statistical analysis and reporting techniques/methodology; crash data books/reports (Crash Summary, DMV Traffic Crash Facts, ADT and Mileage, Critical Rate), state and federal regulations and guidelines pertaining to HSIP, the MUTCD and AASHTO criteria; economic analysis and modeling, Project management, operations and project planning procedures;
Skilled in: customer service (internal and external), time management, proofreading / back-checking, computer (MS Windows, Access, Excel, Word, SPSS, GIS )
Ability to: conceive, plan and conduct studies and reports independently and with others; analyze data and draw logical conclusions and document results and recommendations; develop safety policy and procedures; clearly communicate technical information oral / written reports to diverse audiences; review and interpret roadway existing conditions, design plans and specifications; travel to promote safety programs and perform field diagnostic reviews; promote professional VDOT values, resolve conflicts, supervise / lead or mentor other employees. Considerable experience with project development process, traffic and safety analysis and in preparing written reports, directing and training others. Must be a registered Professional Engineer (PE) with the ability to obtain a Virginia PE license within 6 months of employment. Bachelor’s degree in civil engineering or related discipline. Equivalent education/experience in traffic engineering can be substituted if qualifications for licensing are met.

Preferred Qualifications

Experience developing and/or implementing the Highway Safety Manual (HSM) recommended highway safety analysis procedures. Master’s degree in engineering.
