Job Description

The Virginia Department of Health, Office of Emergency Medical Services (OEMS) is currently seeking applicants for our Management Lead Analyst vacancy to bring leadership and supervision to the direct analysis of big data. Plan research and measurement techniques. Utilize a variety of data sources and statistical formulas to identify rates of change, to develop reports and satisfy funding sources. Based upon data, determine trends such as cause of death, cause of injury, type of injury, reported outbreaks of communicable and non-communicable diseases, variations in treatment administered and the resulting outcomes. Support program development for Emergency Medical Services (EMS), short-term, intermediate-term, and long-term trauma. Identify and monitor regulatory and legislative proposals with potential to impact patient treatment, outcomes and patient service delivery. Fulfill requests for information through statistical analysis and advanced data reporting with various levels of complexity. Plan and develop data projects. Develop Process Improvement (PI) tools for statewide use and external committees or workgroups. Provide training for staff and stakeholders on data usage, principles of quality data collection and use of datasets. Ensure the delivery of accurate information and excellent stakeholder/customer service.

Minimum Qualifications

Considerable knowledge of data collection, data management and statistical analysis techniques. Knowledge in the use of a variety of data sources and statistical formulas to develop reports and monitor trends. Knowledge of performance improvement (PI) principles. Skill to utilize data to perform program evaluation, develop policy and PI’s. Excellent interpersonal, written and communication skills, with ability to train and deliver briefings to the EMS Advisory Board, State Board of Health, or other entities. Skill in the use of computers, MicroSoft Suite, application-based data reporting tools and data cubes, or similar graphics packages. Ability to use Statistical Analysis System (SAS) software and Geographic Information System programs (ESRI ArcView/ArcGIS). Ability to demonstrate good judgement; to work independently with little supervision and to manage multiple tasks.

Preferred Qualifications

Bachelor’s Degree from an accredited college or university in Public Health, Healthcare Informatics, Statistics or a related discipline is required.
Experience applying the principles of hospital care, trauma and illness/injury. Experience with pre-hospital Emergency Medical Services (EMS), National EMS Data Standard, and National Trauma Data Standard. Experience with ICD-9/10-CM Coding, RXNorm Coding and SNOMED Coding is preferred. Master’s Degree in same or related disciplines is highly preferred. An equivalent combination of education and experience will be considered.

Special Requirements

Salary commensurate with education and experience. Employment is contingent upon satisfactory results of a background investigation including but not limited to a federal fingerprint-based criminal history check; Department of Social Services Child Abuse & Neglect Central Registry check, U.S. HHS IG Exclusion List check, eVerify Employment Eligibility check, and employment verification. A valid Driver’s License with a satisfactory driving record is required.
