Job Description

This job announcement will be used to fill two positions; # 00678 and #00779.

These are restricted positions with funding available until June 25, 2019. These positions may be extended based on the availability of future funding.

The Virginia Department of Conservation and Recreation (DCR), Division of Soil and Water Conservation, is seeking individuals to serve as a District Dam Rehabilitation Engineers. Through the provision of professional engineering services, these positions are responsible for completing hydrologic and hydraulic analyses of the Soil and Water Conservation District (District) owned high hazard dams that have been identified as having insufficient spillway capacity. Engineering services include determining the effect of Virginia’s revised Probable Maximum Precipitation (PMP) values on spillway capacity, completing analysis using both ACER Technical Memorandum 11 (ACER11) and Incremental Damage Analysis (IDA), prioritizing identified high hazard dams using the USDA-Natural Resources Conservation Service Priority Ranking System for Rehabilitation of Aging Dams, and performing preliminary engineering and cost estimate development. These positions will work with the District Dam Rehabilitation Committee to develop the Final Rehabilitation Report.

Minimum Qualifications

Knowledge of engineering principles of hydrology and hydraulics and their application to impounding structures. Knowledge of dams, dam inspections, routine maintenance and repairs, and rehabilitation/construction principles. Knowledge and experience in the development of cost estimates for large construction projects. Knowledge and thorough understanding of the Virginia Dam Safety Act and Regulations.

Current Professional Engineering license in the Commonwealth of Virginia and Virginia driver’s license are both required.

Ability to: travel, communicate and collaborate effectively, develop and make presentations, and provide technical assistance and sound engineering advice to a variety of stakeholders.

Preferred Qualifications

Degree from an accredited university in Civil Engineering, related engineering discipline, or a combination of training and experience to provide the needed knowledge and abilities in those fields.

Previous experience with and knowledge of U.S. Department of Agriculture, Natural Resource Conservation Service (NRCS) flood control dams and NRCS operation and maintenance agreements for these dams.

Previous experience working with Federal and State Government agencies.
