Job Description

VDOT’s Office of Public-Private Partnerships is seeking a team member to lead solicitation and procurement activities and assist with contract negotiation and administration for complex projects developed under innovative delivery models. The selected candidate will lead project development activities (i.e. risk assessment, Value for Money (VfM) analysis, financial and technical feasibility analysis, etc.); coordinate program management activities with other VDOT divisions and Agencies; provide report of findings with recommendations on appropriate delivery models; review changes in state and federal procurement laws related to PPTA and recommend revisions to the PPTA Implementation Manual and Guidelines; develop draft policies and procedures for VDOT use; coordinate with other divisions to ensure procurement policies are followed; assist the P3 office to develop and maintain a document library for existing and future PPTA projects; and coordinate with other divisions to ensure those contracts are properly managed. The selected candidate will also assist the P3 office to identify, evaluate and develop innovative and technology-based solutions for transportation challenges.

This position is eligible for telework opportunities; availability, hours, and duration are at the sole discretion of the P3 Office Director in accordance with VDOT’s Teleworking policy.

Minimum Qualifications

Experience in transportation engineering, highway construction, report writing, policy and procedure development, contract development and contract administration. Demonstrated knowledge of project and program development, management, and in negotiations. Skill in risk management. Skill in developing and giving presentations; communicate effectively orally and in writing with both technical and non-technical audiences. Skill in coaching and training. Skill in the use of computers and software applications. Ability to interpret and effectively apply policies and procedures and federal and state procurement laws. Demonstrated team player, fast learner and independent thinker.

Preferred Qualifications

PE license or PMP Certification. Knowledge of innovative delivery models and PPTA processes. B.S. degree in Civil Engineering, Construction Management, Business Administration, Finance or similar fields. M.Sc. degree in Project Management or MBA. Familiarity with emerging technologies in transportation Preferred

Special Requirements

Criminal History Background Check that includes fingerprinting is required, DMV Record Check is required. Occasional overnight travel is required.
