Job Description

The Department of Behavioral Health and Developmental Services is seeking a highly effective manager to provide leadership, oversight, support, and coordination of the Department’s forensic programs and initiatives. The incumbent facilitates efforts to enhance the growth, development, and optimal management of forensic programs in Virginia’s behavioral health systems to include both facility bases services, community based services, criminal justice based services, and criminal justice diversion services. Responsibilities encompass a broad range of activities including development of policies and procedures covering a wide range of forensic issues; assigning resources/staff to projects based on priority and alignment with DBHDS strategic plans; developing and/or encouraging the use of best practices in both evaluation, treatment, and diversion programs; oversight of forensic training programs/initiatives; and compiling/analyzing outcome data on programs/practices and using the results to guide policy/practice decisions.

Minimum Qualifications

Demonstrated knowledge, skills, and abilities in mental health evaluation and treatment, particularly with regard to the evaluation and treatment of individuals with behavioral health challenges who are involved in or are at risk of involvement in the criminal justice system. Specific knowledge regarding all aspects of performing mental health evaluations/treatment for the courts, program development and implementation of therapeutic methods with consumers having forensic status in psychiatric facilities and in the community is desired. Knowledge of national best practice criminal justice diversion is essential. Knowledge of leadership and management principles and practices and demonstrated ability to lead an organizational unit is essential. Knowledge of Virginia forensic mental health service delivery system is required. Ability to bring together diverse stakeholders to develop consensus regarding particular issues/challenges is essential. Strong oral and written communication skills are essential. Licensure as a mental health professional is required. Considerable experience in the field of forensic mental health (either inpatient or outpatient, with preference for those who have worked both).

Preferred Qualifications

Prior experience working either in an inpatient or outpatient mental health setting is strongly preferred. Experience providing supervision/oversight of complex forensic programs is essential. Doctoral level education, in conjunction with appropriate clinical experience is preferred.
