Job Description

Manages the Commonwealth of Virginia’s Radioactive Materials Agreement State Program which includes supervising, training and evaluating program staff; reviewing and approving radioactive materials license applications and inspection activities; developing regulatory guidance documents; evaluating Virginia Radiation Protection laws and regulations against those of the NRC to ensure compatibility and proposing revisions as necessary. Attends the Organization of Agreement State (OAS) annual meeting; serves as the primary spokesperson for the program and as a liaison to the OAS and NRC NMSS; determines if any regulatory actions are to be taken when violations are identified; provides technical guidance to program staff and the public; maintains the program databases; and ensures licensee fees are collected and all financial and business matters are appropriately managed. Occasional travel required. Review and approve inspection findings including notice of violations, and initiate enforcement activities if needed. Ensure Virginia radiation protection regulations (12VAC5-481) are accurate and compatible with the Nuclear Regulatory Commission’s regulations in 10 CFR; propose amendments to 12VAC5-481 as necessary, submit the amendments to the NRC for review and approval, and process the amendments through the Virginia Registrar’s Office. Ensure licensee events are properly monitored and responded to as required; and reported to the NRC as necessary. Participate in the nuclear power plant exercises and other emergency preparedness activities.

Minimum Qualifications

In addition to management of the NRC Agreement State Program, the ideal candidate must have a thorough and current understanding of the principles, theories, and practices in a relevant field of physical science or engineering (e.g., general or health physics, radiation physics, engineering physics, nuclear engineering) met through a Bachelor’s or higher degree. Demonstrated professional work experience in a radiation control program and knowledgeable about licensing and inspection requirements for radioactive materials and/or devices used in industrial (e.g. portable and fixed gauges, radiography), medical imaging and therapy, educational and research applications. Demonstrated experience and knowledge regarding federal and state radioactive materials laws, regulations and standards. Experience with budgeting and financial programs. Must be eligible for and able to obtain Federal security clearance.

Preferred Qualifications

1. Qualified as a license reviewer and/or inspector for multiple licensee types (i.e., medical radiation therapy, construction gauges and academic center use of isotopes in research) per NRC Inspection Manual Chapter 1248.
2. Agreement State experience.
3. Certification from the American Board of Health Physics or National Registry of Radiation Protection Technologists (NRRPT).

Employment is contingent upon satisfactory results of a state and federal criminal history background check and the Department of Social Service’s Child Abuse and Neglect Central Registry check, U.S. HHS IG Exclusion List check, employment reference check and E-Verify. Must possess a valid driver’s license and be able to provide own transportation for travel with mileage reimbursement.
