Job Description

This position is with the Virginia Department of Corrections’ Western Regional Office located in Roanoke, Virginia.

Procures goods and services and provides guidance to institutions within the Western Region for the Virginia Department of Corrections. Provides accurate and timely purchasing functions following guidelines established by the Virginia Public Procurement Act, Department of Purchases and Supplies, Agency Procurement Surplus Property Manual, Department of General Services, and departmental policies for all procurement.

Prepares various procurement documents to include specifications, invitation for bids, and request for proposals; obtains quotes, bids and proposals; and maintains associated files. Evaluates bids with the user and makes initial award. Coordinates vendor performance evaluations. Ensures purchases are properly entered into the Commonwealth’s Automated Procurement System (eVA) meeting Small Women and Minorities (SWAM) requirements. Trains staff on the eVA system, purchasing requirements and policies as needed.

Minimum Qualifications

High School Diploma or equivalent. Valid Driver’s License. Experience related to public or private procurement. Working knowledge of procurement policies and procedures. Demonstrated skill in the use of Microsoft Office to include Word and Excel.

Preferred Qualifications

Prefer demonstrated ability to interpret contracts and to draft, solicit, and award competitive sealed bids. Prefer demonstrated ability to handle contract negotiations. Prefer Virginia Contracting Associate (VCA), Virginia Contracting Officer (VCO), or other related certification or the ability to obtain within 1 year of employment. Prefer working knowledge of eVA, the Agency Procurement and Surplus Property Manual (APSPM) and the Virginia Public Procurement Act (VPPA).
