Job Description

The Hampton Roads District is seeking an Engineer Sr Supervisor Traffic for its traffic engineering section to serve as a responsible charge engineer and a subject matter expert for Traffic Engineering programs that impact the agency’s system of traffic assets. The selected candidate will demonstrate progressive experience in program or project management; apply sound engineering judgment within established budgets and schedules and adhere to federal and state standards, guidelines, and policies; oversee the work of and train professional team members; and maintain high skills in traffic technical guidance and asset management methodologies.

Minimum Qualifications

Experience applying operations and project planning procedures. Knowledge of various traffic engineering and related software systems such as CADD software, Excel, and traffic modelling programs such as HCS, Synchro, Sidra Intersection, CORSIM and Vissim. Familiarity and ability to interpret crash data (Crash Summary, DMV Traffic Crash Facts, ADT and Mileage, Critical Rate, etc). Experience applying state and federal regulations and guidelines pertaining to the MUTCD and AASHTO criteria. Ability to review and interpret roadway existing conditions, design plans and specifications. Experience planning and conducting studies, preparing reports independently, and the ability to analyze data, draw logical conclusions and document results and recommendations. Ability to communicate effectively orally and in writing with internal and external customers. Ability to supervise staff, programs and budgets. Experience in traffic engineering, traffic control devices, completion of studies or designs, and report writing. Experience working with engineering consultants, leading, coordinating staff on projects. Experience working with agencies developing and implementing transportation related projects. A professional engineer’s license is required. Candidates with PE licensing from states other than Virginia must be able to transfer their licenses to Virginia within six months of hire.

Preferred Qualifications

BS in Civil Engineering or related field preferred; equivalent experience or training may substitute for degree. Progressively responsible project management, and traffic engineering and transportation planning experience. Familiarity with highway locator and inventory systems (HTRIS, RNS). Experience as a project task leader responsible for supervising others. Field experience working with signals, signs, markings.
