Job Description

To serve as the Law Enforcement Academy Director to manage day to day operations for the agency’s Basic Law Enforcement Academy, In-service Training and Law Enforcement Division recruitment program. Specific duties include management and supervision of Academy staff to assist with the Division’s succession management goals by ensuring successful recruitment of a diverse group of CPO candidates, effective implementation of the law enforcement curriculum for the purpose of certifying and recertifying officers for the Law Enforcement Division of DGIF and provide on-going program assessment and recommendations to improve recruitment and retention efforts within the Division.

Minimum Qualifications

Considerable knowledge of law enforcement practices and procedures as related to wildlife and fisheries management and recreational boating. Knowledge of the DGIF law enforcement division, training academy, CPO hiring methods and procedures, pre-employment testing, screening and related training processes for conservation police officers. Working knowledge of supervisory and management procedures, principles and best practices applicable to law enforcement personnel to include performance management, training, coaching, and counseling subordinate staff. Knowledge of COV procurement practices related to departmental purchasing, accounting and budgeting processes and procedures. Demonstrated ability to use law enforcement equipment, vehicles, and boats safely and proficiently. Demonstrated ability to plan and conduct law enforcement operations, to conduct thorough investigations, to collect and preserve evidence, to interpret and apply complex laws, regulations and court rulings. Ability to provide relevant court testimony, to effect a forcible arrest, to communicate effectively, both orally and in writing, to deal courteously and tactfully with the public, to provide educational presentations and to meet the physical demands of the job. Demonstrated ability to manage and coordinate training as it relates to specific skill sets and certifications. Demonstrated ability to develop, manage and execute a regional budget. Demonstrated ability to effectively supervise and evaluate employees and provide feedback that ensures productivity and growth. Demonstrated ability to maintain confidential information and collaborate effectively with Human Resources Division staff. Ability to communicate effectively with internal and external constituents both orally and in writing. Ability to coordinate and monitor basic and in-service training sessions. Demonstrated ability to work effectively and collaboratively in a team environment. Demonstrated ability to exercise good judgement in stressful or urgent situations.
High School Diploma or equivalent, valid driver’s license and Conservation Police Officer with law enforcement certification from the Virginia Department of Criminal Justice Services (DCJS). Considerable experience in law enforcement, as a Conservation Police Officer and progressively responsible supervisory/management experience.

Preferred Qualifications

Graduation from an accredited college or university with a degree in criminal justice, police science, public administration, education or a related field. Considerable and progressively responsible law enforcement supervisory experience. Experience with budget development and management; experience with law enforcement training program development, implementation and evaluation; experienced with DHRM/DGIF recruitment and selection policies, procedures and best practices. A combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for the required education.
