Job Description

The Division of Rehabilitative Services (DRS) at the Virginia Department for Aging and Rehabilitation Services (DARS) is currently seeking TWO individuals to serve as a Pre-Employment Transition Services (Pre-ETS) Counselors.

In partnership with persons with disabilities, Pre–Employment Transition Services are intended to facilitate a smooth transition of students with disabilities from high school to post–secondary education and/or employment and enhanced independent living in compliance with federal, state, and agency policy and procedures. These pre–employment transition services assist students in determining an appropriate vocational goal and further explore the employment options of their chosen vocational goal. Core services include job exploration counseling, work-based learning experience, counseling on post-secondary opportunities, work place readiness training, and self-advocacy training.

The incumbents in these positions will have caseloads consisting of students with all types of disabilities. One position is located in Norton, VA and the other will be located in Tazewell County which is located in Pounding Mill, VA.

Candidates must be able to work in a variety of settings including classrooms, after school programs, job clubs, summer work experiences, conferences, etc. to maximize opportunities for students with disabilities. Must also be able to train school staff, students and families on the VR process and policies including Pre-ETS.

Minimum Qualifications

Extensive knowledge of the social, economic, medical, vocational, and emotional issues impacting persons with disabilities; experience interviewing, evaluating, and counseling individuals with disabilities; demonstrated experience or education of the methods and tools for career counseling and exploration; demonstrated experience or education of the principles and practices of vocational service delivery to students with disabilities age 14-21 who are enrolled in secondary education and have either an Individualized Plan for Employment (IEP) or a 504 plan, or who may be eligible for a 504 plan; demonstrated experience or education of the rehabilitation needs of students with disabilities in the transition process; demonstrated skills in: facilitation of meetings and team processes; team building and collaborative problem-solving skills and abilities; negotiation of diverse community organizations, agencies, employers and other resources; client-focused advocacy skills; and effective communication.

Preferred Qualifications

Master’s Degree in Rehabilitation Counseling, Special Education, or Social Work. Certification or coursework in School Transition preferred. Transcripts MUST accompany the application and they MUST display the date that the degree was awarded.
