Job Description

Responsible for procuring goods and services for OIM with limited purchasing authority utilizing e-VA and Small Purchases Card; prepares purchase requisitions for supplies, equipment, computer hardware/software, maintenance, repair and training needs; maintains office supplies cabinet. Reviews goods and services contract spreadsheet to identify contracts up for renewal; contacts appropriate manager to determine if contracts needs to be renewed; keys renewal into e-VA system. Reconciles and charges VITA service fee for hardware/software purchases; reconciles Cardinal report discrepancies, compiles data to forecast expenditures and revenue (recovery); serves as backup for fiscal inquiries in Business Manager’s absence; responsible for payment processing of goods and services for cost codes 901, 902, and 964; reviews bills for accuracy; contacts vendor to resolve discrepancies; prepares Agency Journal Vouchers and Agency to Agency Transfers for OIM, VITA, and Applications Development charges. Receives checks for services rendered. Prepares deposit tickets. Interprets and applies fiscal policies and procedures to address routine and non-routine financial actions. Monitors leave and time records for OIM; keys leave slips into CIPPS, completes leave maintenance forms as necessary to correct leave; reviews wage timesheets for accuracy and compliance with policy; and maintains spreadsheet to track wage employees hours to ensure that employees remain within the 1500 maximum established by the Commonwealth.

Minimum Qualifications

Knowledge of accounting and purchasing systems and procedures; web applications; and inventory systems. Highly effective data entry; customer service; communication (oral and written); grammar; and spelling skills. Ability to utilize email and spreadsheets; accurately count; maintain records; multitask; maintain detailed logs; follow oral and written instructions; gather, organize, and present data clearly and concisely; work independently and as a team member; provide clear and accurate explanations; follow standard operating procedures and guidelines; meet deadlines; navigate within application systems; evaluate priorities; pay attention to details; use professional judgment and discretion to make sound decisions; maintain records; interpret policy, code and regulations; work both independently and collaboratively with internal and external contacts; and elevate issues when necessary. High school diploma and/or equivalent experience or training. Experience with purchasing, leave management, and accounting systems.

Preferred Qualifications

Training in business and accounting principles and procedures preferred. Experience with state leave, accounting and purchasing policies, procedures, and systems preferred.

Employment is contingent upon satisfactory results of a state and federal criminal history background check and the Department of Social Services Child Abuse and Neglect Central Registry check, U.S. HHS IG Exclusion List check, employment reference check and E-Verify.
