Job Description

The Virginia Department of Education is seeking a qualified and experienced individual to provide highly complex technical expertise in analyzing, developing, and executing the distribution of state funding for public education. Responsibilities include providing analysis and information services to various officials and organizations providing full range of highly technical services and assistance related to the agency central office budget.

Minimum Qualifications

Knowledge of government budgetary and financial operations, including budget development and execution processes, funding allocations, financial reporting, and financial computer applications.

Skill in conducting cost analysis of programs, developing and implementing funding formulas, performing research and statistical analyses to reach sound results and conclusions, and developing and presenting complex technical information to various audiences.

High-level writing skills are required.

Ability to develop and execute budgets using various computation methods, formulas, forecasting models, and computer applications. Ability to identify and define issues and problems, and to identify and apply appropriate analytical techniques to complex funding issues. Ability to develop, use, and maintain large databases and multiple data files. Ability to manage multiple projects while meeting critical deadlines. Ability to work with a variety of government agencies and personnel.

Experience accessing a variety of information resources and applying various computer applications to complex funding issues is required.

A bachelor’s degree with studies in a related field or extensive related professional experience is required.

Skill in spreadsheet and query-based relational database applications is required.

Extensive knowledge of spreadsheet and relational database applications is required.

Preferred Qualifications

Experience in state or local education budgeting, legislative processes, or local school finance is desirable.

Skill in applying internet- and macro-based technology is preferred.

Experience in state or local budget development, execution, and monitoring is preferred.

Working knowledge of macro programming is preferred.

Advanced degree preferred.

Management and supervisory experience preferred.

Special Requirements

Successful candidate must pass a criminal background check.
