Job Description

Headquartered in Richmond, with approximately one third of our employees being home-based throughout Virginia, the Virginia Department of Taxation administers 37 state and local taxes, including individual and corporate income taxes, sales and use taxes, and miscellaneous excise taxes. Virginia Tax serves approximately 5.5 million taxpayers throughout the Commonwealth. The agency works directly with taxpayers, retail organizations, local governments, members of the General Assembly, the Attorney General’s Office and the Governor’s Office to ensure the Commonwealth’s revenue is collected and administered with fairness and due diligence.

Virginia Tax is seeking a highly qualified Senior Java Developer with experience building high-performing, scalable, and enterprise-grade applications. The position will serve as a senior developer for the agency’s Identity and Access Management system.

Minimum Qualifications

• Experience with Identity and Access and Role Management applications (SailPoint IdentityIQ strongly preferred).
• Experience with the following languages: Java, JBOSS, STRUT, JavaScript, JSP/Servlets.
• Experience with the following web technologies: XML, SPML/SOAP, Web and Application Servers, HTML.
• Experience with Active Directory, LDAP, and Group Membership.
• Proficiency in Oracle, MS SQL Server, MySQL databases, SQL, PL/SQL.
• Identity and Access Management integration experience with password vaulting (Cyberark preferred).
• Knowledge of IAM concepts such as identity management, provisioning, authentication, authorization, certification, monitoring, and role development.
• Proficiency with the server operating systems: Linux and Microsoft Windows.
• Proficiency in object oriented analysis and design techniques.
• Proficiency in government and industry web standards.
• Proficiency in web usability and accessibility guidelines.
• Proficiency in web analysis and design techniques.
• Familiarity with 3-tier client server applications.
• Ability to write system design. specifications for complex applications.
• Familiarity with Team Foundation Server (TFS) or GIT Repository using TFS.
• Ability to manage projects and issues to ensure they are driven to completion.
• Ability to communicate effectively with all levels of technical and non-technical. coworkers, customers, and management.
• Ability to work effectively within an organization to ensure agency goals are met.

This position requires comprehensive knowledge of Java, JBOSS, JavaScript, JSP/Servlets, XML, HTML, PL/SQL, Active Directory, and Web and Application Servers. A Bachelor’s degree in Computer Science or Information Technology, or the equivalent combination of education, training, and experience is also required.

Preferred Qualifications

• Experience with SailPoint IdentityIQ is strongly preferred.
• Experience with Cyberark is also preferred.
