Job Description

The purpose of the position is to plan and conduct performance audits of programs and activities in executive state
agencies and make recommendations that will enhance the efficiency, effectiveness and economy of state government
operations. Additionally, the position may assist with oversight of state agency internal audit programs. This position
serves as auditor-in-charge of audits, leading other auditors assigned to the audit. The position may assist with or
conduct special investigations or special projects. The primary products from this position are draft reports supported by
comprehensive workpapers. There will be (3) three positions filled from this job posting.

Minimum Qualifications

Knowledge and ability to interpret and apply Generally Accepted Government Auditing Standards (GAGAS), Generally Accepted
Accounting Principles (GAAP), IIA Standards, and any other applicable auditing and accounting practices.
•Ability to identify and interpret applicable federal, state and local government laws, regulations and statutes.
•Demonstrated ability to lead the work of others as the in-charge auditor; review audit work papers, methods, and techniques.
•Demonstrated ability to perform appropriate analysis including the identification and assessment of inputs, activities, outputs,
performance aspects and outcomes of a program or activity.
•Demonstrated ability to audit a program, activity, area, or situation and formulate applicable audit procedures.
•Excellent verbal and written communication skills; ability to write reports.
•Ability to interact and communicate effectively with all levels of management to include agency heads, legislators and the citizens of
the Commonwealth.
•Good PC skills (Windows, Word, Excel, Outlook) are a must.
•Experience with auditing software including SharePoint is a plus.
•Ability to use various query tools to retrieve data is a plus.
•Demonstrated record of auditing application systems and knowledge of information systems is a plus.

Preferred Qualifications

Bachelor’s degree in Public Administration, Public Policy, Business, Finance or related field, or equivalent combination of education and
professional experience. Master’s degree is a plus.
•Progressively responsible auditing experience, including in-charge experience on complex audits.
•Experience should include conducting research and benchmarking.
•CPA, CIA, CISA, CGAP or other equivalent professional certification is desirable.

•Driver’s License Check required.
•A criminal background investigation prior to employment is required for the successful candidate
•Completion of a Statement of Economic Interest is required at the time of employment then periodically thereafter as required by state
