Job Description

Under new leadership, the HMDSS is seeking to improve efficiency and effectiveness in provision of benefits and services to the citizens of Martinsville and Henry County. Come join our leadership team!

The Social Services Assistant Director I – Family Services Programs is responsible for major program areas, advises the Social Services Director on a variety of issues and undertakes special projects. Employee is responsible for serving as the principal assistant to the Social Services Director for the Family Services and Self-Sufficiency Programs Units requiring the planning, organizing, staffing, and directing of the service program areas of the local department, and includes both operational and operating policies and procedures within the framework of departmental/divisional goals and objectives. Employee is responsible for overseeing program implementation and for directing the resolution of service delivery problems. Employee plans, organizes, and manages the work of direct services programs and supervises Family Services and Self-Sufficiency Supervisors and other assigned staff. Employee identifies issues and concerns and provides leadership in the development of strategies to enhance and improve the quality and array of agency programs and services. General work tasks include, but are not limited to: Supervises supervisory staff, acts in the absence of the Social Services Director; plans, organizes, and directs staff/programs; conducts meetings as necessary; manages and directs the activities and functions of a multifaceted social services programs; monitors service delivery and implements organizational changes necessary to achieve goals and objectives; develops and/or revises operating plans and procedures in accordance with overall departmental/divisional goals and objectives; oversees the implementation of same; ensures policies and procedures provide the effective delivery of services; plans, assigns, reviews, and evaluates the work of supervisory staff responsible for the effective delivery of services; participates as a member of senior management staff in examining county and statewide needs and implementation and monitoring of new and/or revised service programs or service providers to ensure quality service. In addition, the Assistant Director I is responsible for ensuring all assigned staff completes mandatory and ongoing training within the specified timeframes and serves as the DSS liaison for emergency sheltering operations through the Emergency Operations Command Center, as needed. The Assistant Director I – Services Programs is the agency alternate for the Community Policy and Management Team as well as other community boards and committees to enhance the mission and services of the local department of social services.

Minimum Qualifications

Bachelor’s Degree in a Human Services field or a Bachelor’s degree in any field with a minimum of two years of appropriate and related experience in a Human Services area (Section 22VAC40-670-20 of the Administrative Code of Virginia).
Considerable experience in assigned program area/human services programs.
Experience in developing/monitoring/managing case plans and overseeing caseload management.
Considerable knowledge of: the principles and practices of social services administration; social work/case management theory and practices; managerial principles and practices; other county, state, and community services and resources available; client population; as well as the knowledge and abilities required of Family Services Supervisors and Self-Sufficiency Supervisors.
Skill in operating a personal computer and the associated software, and the operation of a motor vehicle.
Demonstrated ability to solve problems, particularly in the area of social services delivery; manage a multifaceted social services program and ensure quality service delivery; and communicate effectively both orally and in writing.

Preferred Qualifications

Prefer work experience in Human Services field. Prefer experience managing and supervising professionals involved in social services programs. Prefer Bilingual English/Spanish. Possession of a BSW or MSW degree and a Commonwealth of Virginia Social Worker license are desirable.

Special Requirements

This position is covered under Code of Virginia 63.2-1601.1 or 63.2-1720 requiring the finalist candidate to submit to fingerprinting and provide personal descriptive information for a criminal history check through the Central Criminal Records Exchange and a search of the Central Registry.

Employee must be willing to work in the community emergency shelter in the event of a natural disaster or emergency.
