Job Description

The Virginia School for the Deaf and the Blind in Staunton, Virginia is seeking a Director of Human Resources to function as a member of an administrative team with specific responsibility to manage all phases of the Human Resource Programs for the agency and to provide direct personnel services to all employees. This is a 12-month classified position with full state benefits.

Responsibilities include:
• Provides effective leadership for human resource management.
• Establishes and interprets policy for all staff on areas related to employee relations including performance management, grievance procedures, and disciplinary actions.
• Administer human resource programs including benefits administration, records management, compensation activities, performance management and employment practices, and maintain the related automated personnel management and benefits systems.
• Develops and implements agency recruitment and selection activities so that processes reflect compliance with established Federal and State regulations, policies, and professional standards for governmental and educational entities.
• Serves as a member of the Central Review Committee with responsibility for sound fiscal management through the development and implementation of the agency budget, review of compensation activities and maintenance of appropriate staffing levels.
• Develops and implements a comprehensive employee development program for all agency staff that assists professional, trade, support, administrative and other employee groups to maintain licenses and develop current practices for respective assignments and business needs.
• Provides oversight of the development and implementation of agency policies, ensuring that policies are updated periodically and posted for access by staff and the public.
• Serves as agency Title IX Coordinator, responsible for ADA and EEO compliance.

Minimum Qualifications

• Baccalaureate Degree from a regionally accredited college or university in human resource management or related field
• Completion of human resource certification program through Society of Human Resource Management (SHRM) or International Public Management Association for Human Resources (IPMA-HR). Candidates without this certification may compete for the position, but must obtain the certification within three years of employment.
• Experience in human resource administration.
• Knowledge of state procedures for personnel recruitment, selection, training, compensation and benefits, labor relations and negotiation, state classification, performance management and personnel information systems.
• Knowledge of State and Federal employment laws and regulations related to assigned area.
• Ability to communicate effectively both orally and in written communication as appropriate to the needs of the audience and convey information effectively.
• Ability to accurately interpret and develop policies and procedures.
• Ability to analyze statistical data and reports to develop recommendations for improvement of the agency’s personnel policies and practices.
• Ability to counsel employees on human resource issues and resolve employee related issues including the conduct of fact-finding investigations of employment related issues.
• Knowledge of resources available for referral of employees and ability to diffuse a critical situation.
• Ability to develop and implement a comprehensive staff development program for all employees including the evaluation of training efforts.
• Ability to maintain appropriate levels of confidentiality of employee information and agency human resource functions.
• Ability to effectively supervise assigned support staff.
• Proficiency level of “Survival” in American Sign Language as measured by the Sign Language Proficiency Interview. Candidates without the required proficiency level may be considered, but must acquire the “Survival” proficiency level within three years
