Job Description

The VCCS is seeking a visionary “Director of Teaching and Learning Technologies” to join the VCCS team. This critical, full-time position will provide policy direction and management of eLearning projects and teaching and learning resources for 23 community colleges. In 2015, the VCCS outlined its strategic direction for the next six years in a multi-year strategic plan called Complete 2021. Success in eLearning courses is essential to reaching the student success goal in Complete 2021 to triple the number of credentials. Through collaboration and a strategic plan, the Director of Teaching and Learning Technologies will work with all stakeholders to develop policies and structures for eLearning that leads to student success. This position reports to and takes direction from the Assistant Vice Chancellor for Academic Services and Employer Partnerships.

The Director regularly collaborates with college academic officers, deans, instructional designers and faculty, overseeing system-wide committees that provide leadership for the system’s teaching and learning technology resources. Working with the Academic Services and Research team, this position is responsible for management and oversight of the usage of the system’s learning management system as well as other enterprise-level instructional technology software packages. Because of Blackboard’s LMS contract ending in 2019, an RFP has been issued for a new LMS. The Director will oversee the implementation of a new LMS or upgrade to the current LMS starting Spring 2018.

Key Responsibilities:
• Provide training and professional development for enterprise-level software purchases.
• Provide vision and leadership for the system’s strategic plan for eLearning and information resources including purchases, support, training and accountability.
• Develop and implement a strategic plan for increasing student success in eLearning courses, a critical factor in reaching the Complete 2021 student completion goal.
• Serve as system-level lead for policies and procedures related to eLearning and teaching and learning technologies.
• Serve as staff leadership for system-level committees overseeing system-level eLearning tools and resources.
• Manage the use, prioritization, customization, and upgrades of the enterprise learning management system in coordination with Information Technology Services and the colleges.

Minimum Qualifications

Required Education and Experience:
• Demonstrated ability to foster collaboration and generate respect from internal and external partners.
• Excellent leadership, interpersonal, written and oral communication, and organizational skills.
• Experience in project and grant management.
• Experience in planning and implementing statewide projects with multiple stakeholders.
• Demonstrated ability to synthesize and document project outcomes for internal and external stakeholders.
• Demonstrated track record of efficient, effective and innovative development and management of projects in teaching, learning and technology.
• A minimum of five years of experience in a higher education setting in the area of instructional technology or a related field.
• A master’s degree in instructional technology or a related field.
