Job Description

The Department of Behavioral Health and Developmental Services is seeking an accomplished professional to represent the Office of Adult Community Behavioral Health Services as a Regional Consultant in Northern Virginia. This position is responsible for planning, developing, implementing, monitoring and supporting the Commonwealth’s public system of behavioral health services for adults, through policy development, strategic and operational planning, consultation and training within an assigned DBHDS region. The position facilitates effective and efficient communication between DBHDS and Community Service Boards (CSBs) within a region; encourages continuous quality improvement, delivers ongoing support and technical assistance to CSBs and regional programs for capacity-building, program development, and effective operational functioning; and promotes the effective use of CSB and regional resources.

Minimum Qualifications

Qualifications include demonstrated knowledge and expertise in contemporary best practices in behavioral health services and supports for persons with mental illness and substance use disorders, and co-occurring metal illness and substance use disorders, including knowledge and expertise in the continuum of services and supports for these disorders, delivery of these services, and related systems and infrastructure. Demonstrated experience applying concepts of person-centered and recovery-oriented care to service development, service delivery with accompanying quality improvement approaches; experience and expertise to support service-system development, monitor and support services and initiatives to include federal block grant programs and services, manage projects, build and sustain constructive and collaborative relationships with partners and stakeholders, and provide technical assistance to partner entities. Expertise to scan the environment to identify trends and changes in the assigned region including educational, cultural, political, economic, and the impact of these trends on community stakeholders, consumers, and CSBs. In-depth knowledge of community and public behavioral health services. Demonstrated ability to apply problem-solving strategies, and conflict resolution skills. Excellent oral and written communication skills, rapport-building skills, and engagement skills. The ideal candidate will have demonstrated work experience either in a Community Services Board or in a system that extensively interacts with the Community Services Board. Applicant must be knowledgeable with Microsoft products, specifically Outlook, Word, and Excel. This is a telecommutable position from Fairfax County or northern Virginia region. A telecommuter will be expected to commute to DBHDS Central Office at least twice per month; this is in addition to travel associated with the job.

Preferred Qualifications

A Masters degree or equivalent training and experience in social science, behavioral science, public health or a related field is strongly preferred. Experience working with pregnant and parenting women, and in a Community Services Board is preferred.

Special Requirements

This is a telecommutable position from Fairfax County or northern Virginia region. A telecommuter will be expected to commute to DBHDS Central Office at least twice per month; this is in addition to travel associated with the job.
