Job Description

The Henrico Health District/Henrico County Health Department (HCHD) is a part of the Virginia Department of Health (VDH) and exists to improve the health of all residents of Henrico County. HCHD provides clinical services, nutrition services, environmental health services, vital records, disease prevention and monitoring, emergency planning, and many other health-related services. As part of VDH, this is a full-time state position with benefits including health insurance and retirement. Typical work hours are 8:00am to 4:30pm. This position will be required to work at all 3 Henrico Health District locations as it supervises staff and programs at each.

The Henrico Health District is at an exciting time for its nursing staff. While we continue to provide a broad range of clinical services, we are also in the process of redefining roles for our public health nurses as we review Henrico’s Community Health Assessment (CHA) and develop our Community Health Improvement Plan (CHIP) in concert with Virginia’s Plan for Well-Being.

The Nurse Manager will oversee all nursing program operations and work with the Health Director, Population Health Manager, Program Management Team (PMT), district Public Health Nurses, and community stakeholders to develop and implement strategies that emphasize population health-based nursing practices in all programs. The Nurse Manager provides leadership and expertise in public health nursing and directly supervises three nurse supervisors and the WIC program supervisor. Related responsibilities include: assessing and ensuring the efficiency and quality of clinic operations; assisting with developing and monitoring nursing program-specific budgets; procuring and managing grants; allocating resources; and serving on the district PMT. The Nurse Manager will incorporate and lead relevant changes in nursing programs as guided by the CHIP and Virginia’s Plan for Well-Being. The Nurse Manager occasionally performs direct nursing service to patients in clinics, homes, schools, and/or the community, and provides after-hours on-call support on a rotating basis.

Minimum Qualifications

Requires licensure as a RN by state code. Considerable knowledge of and experience with the principles and practices of public health nursing including federal and state laws, regulations, and policies regarding public health programs. Knowledge of community health assessment, coalition building, public health program planning, and implementation of outcome-based evaluation. Experience with leadership practices; employee performance and supervision; nursing procedures; implementing, managing, and evaluating nursing programs. Capable of effective oral and written communication, including grant writing skills. Ability to work with culturally diverse populations; establish and maintain effective relationships with local officials and community partners. Experience in public health and nursing supervision required.
The incumbent must be willing to respond to public health emergencies, occasionally provide direct patient care services, be available for after-hours on-call support, and will need to include current professional CPR certification.

Preferred Qualifications

BSN and Master’s Degree in public health, nursing, health administration, or equivalent training preferred. Experience with change management, developing organizational goals, strategic planning, developing and managing budgets and resources, managing grants, and managing human resource issues.

Special Requirements

Must be able to provide own transportation as travel may be required within the district (with agency vehicle or reimbursement).
