Job Description

The Virginia Department of Conservation and Recreation (DCR) seeks a qualified, skilled professional procurement or finance person, to assist the Procurement Office. This position shall support the Agency’s eVA use through the review, amending, approval, and data entry. The position will also develop and provide training to internal customers in the use of the electronic procurement system (eVA). Serves as the first point of contact for all eVA related issues and concerns as well as general procurement questions from the agency staff. The position assists to maintain procurement and contract files, and achieve SWaM goals. The position shall monitor the status of purchase orders and expedite delivery. This position will assist in administering the agency’s Small Purchase Charge Card (SPCC) program including maintaining cardholder data and resolving customer service issues with users and the eVA/SPCC systems. Excellent communication and interpersonal skills are required to interact with State Park staff members and contractors. The successful candidate is expected to perform procurements quickly, accurately, and correctly, while maintaining consistently high standards of form, content, and outcomes that meet the expectations of all stakeholders. The Procurement Support Specialist position performs specialized paraprofessional work, including assisting the DCR Central Procurement Unit in soliciting and purchasing goods and services in accordance with the requested need and within state regulations, policies and procedures and other duties as assigned.

Minimum Qualifications

Experience and training is desired in procurement, standard business practices and accounting. Knowledge of VPPA and state regulations (APSPM, CAPP manual) and how to apply these effectively is desirable, as is experience with Microsoft products, specifically Excel, Word, and PowerPoint. Experience with the state electronic ordering systems, eVA, is highly desired. Experience with an Electronic accounting system, preferably PeopleSoft, or AIS is highly desired. A background that demonstrates improvements to business functions and processes to assist in achieving organizational goals is highly desirable. Selected candidate must possess ability to think creatively, prioritize tasks, take initiative, be detail-oriented and maintain a professional attitude while seeking to improve operations at all times. Must have demonstrated the ability to coordinate actions and activities between agency staff, management, and state agencies to successfully resolve issues. Must have demonstrated ability to operate in a close, team-oriented environment and deliver excellent services to our customers.

Preferred Qualifications

Prior purchasing and/or contract administration experience.Must possess strong written, verbal, and interpersonal communication skills, with ability to work both independently and alongside equivalent education and experience is preferred. A minimum of an Associate degree in Business, or equivalent education and experience is preferred. VCA, VCO, or other purchasing certification is preferred.

Special Requirements

Position is limited to working 1500 hours in a 12 month period from May 1 to
April 30. No benefits are associated with this position.
