Job Description

The Prince William Health District is part of the Virginia Department of Health (VDH) that serves residents from Prince William County, Manassas City and Manassas Park City. Our community is a diverse community located in Northern Virginia, and we serve approximately one half million residents. The annual budget is over 9 million dollars of local, state, and federal grant funding.

This position is part of our district Leadership Team, whose vision is a community of healthy people and a healthy environment. The Prince William Health District is seeking a highly motivated experienced business professional that will oversee a team that performs both business and human resources operations. This position will independently allocate funding for resources to include staffing, promote programs, prepare budgets, manage facilities and finances and has overall responsibility for quality assurance and improvement in relation to the health district’s strategic plans and areas of public health responsibilities. The Business Manager acts independently for routine interactions with VDH in Richmond, local government officials, other Northern Virginia health districts, and internal staff while keeping the district director informed.

As a Leadership Team member, this position serves in the absence of the District Health Director for non-medical issues, is the primary spokesperson concerning business operations for both internal and external entities, and functions with a strategic long term focus to meet the vision and mission of the district.

As a full-time classified position, the Business Manager receives all applicable fringe benefits such as health insurance and retirement.

Minimum Qualifications

Knowledge of applicable laws, policies, and procedures related to budget preparation and analysis, planning, governmental accounting and related systems, federal, state, and local financial operations, human resources, procurement, legislative processes and tracking, audit, and contracting. Skills in grants management, contract development and negotiation, policy development and interpretation, strategic planning, and computer applications. Ability to collect and analyze statistical data; organize and manage multiple complex operations; manage resource and space allocation; manage risk assessments; handle customer and vendor relation issues; communicate effectively orally and in writing; conduct research and training; spreadsheet and data manipulation skills; and manage and supervise staff. Bachelor’s degree in public or business administration, accounting, or related field is required.

Preferred Qualifications

Knowledge of applicable federal, state, local and agency regulations, policies, and procedures as well as government organizations, structures, and functions. Experience in effectively and collaboratively working with a diverse range of people, and ability to manage and supervise staff with positive outcomes. Advanced college degree in public, business, or healthcare administration, public health, or related field. Experience in public health or heathcare management is a plus.
