Job Description

Exciting opportunity to join the Virginia Department of Social Services (VDSS) Organizational Development team. Reporting to the Total Rewards Manager, you will help design and administer the compensation, classification and recognition programs to enhance our ability to attract, motivate and retain top talent. VDSS employs over 1,800 state employees and support over 8,000 local employees in offices across the state delivering programs that support over 1.6 million citizens of the Commonwealth.

This position partners with VDSS leaders to assess and identify short and long term strategies related to employee compensation; manages the program area to incorporate innovative solutions to base pay and non-base pay options. Specific responsibilities include:
• Establish pay structures and support position classification structures.
• Consult with OD Managers and staff and agency supervisors to ensure understanding and effective use of compensation tools.
• Coach OD Talent Management staff in appropriate compensation methods and in applying the Commonwealth’s pay practices and pay factors. Provide guidance for documenting pay decisions.
• Conduct research, analyzes relevant materials and determines FLSA status. Produces analytical briefs as necessary to support compensation recommendations.
• Maintain up-to-date overtime guidelines and advise on application of overtime pay.
• Design and administer employee recognition and rewards programs. Consult with managers to develop new programs.
• Lead and monitor special projects.
• Develop and revise policies, procedures and documents related to areas of responsibility. Ensures documents meet standards for publication and are posted in the appropriate areas. Communicate changes to documentation to the appropriate OD, agency and local department staff.

Minimum Qualifications

Knowledge of Federal and State laws and regulations relate to human resources functions. Knowledge of human resources management principles and practices including classification, job evaluation, compensation management, organization and job design. Knowledge of employee recognition and rewards programs. Strong skills in the use of computers and software applications. Ability to develop strategies to improve customer service, program efficiency and effectiveness and to function as a team member with other OD staff. Ability to design, analyze and implement policies, procedures and programs. Ability to manage projects and lead teams. Ability to communicate effectively orally and in writing with internal and external customers. Ability to analyze data and reach conclusions which are logical and legally supportable, and counsel and advise managers and employees in the resolution of HR issues. Experience in providing leadership in designing and administering HR programs, particularly compensation programs; developing and implementing policies and procedures; managing projects and leading teams.

Preferred Qualifications

Bachelor’s degree or higher from an accredited college or university in Human Resources, Organizational Development or related field. Experience providing consulting services and implementing organizational change initiatives Experience working in a matrix reporting environment. Skill in using an automated human resources information system HRCI PHR or SPHR, CCP, or SHRM-CP, SCHRM-SCP, OD or other job related program management certification.

Special Requirements

Employment will be contingent upon successfully passing a criminal history background check.

VDSS employees whose positions are in Band 5 and above perform in emergency roles if needed during state and federal disaster declarations. This is in accordance with the agency’s emergency responsibilities. The selected candidate will be assigned to an emergency role upon hire and is expected to perform in that capacity as needed.

VDSS will record information from each new employee’s Form I-9 (Employment Eligibility Verification) into the Federal E-Verify system to confirm identity and work authorization.
