Job Description

The Virginia Department of Social Services (VDSS) engages families for success. Its Division of Child Support Enforcement (DCSE) leverages technology to manage 300,000 cases that yield child support payments of $650 million per year to support families across the Commonwealth.

DCSE is implementing multi-phase applications to provide a state-of-the-art technology experience to child support employees and customers. The DCSE Director of Technology is a senior level management role with overall technical responsibility for the IT systems portfolio and project management practices across the SDLM. The incumbent will direct DCSE’s IT portfolio to meet strategic agency and division business requirements, ensuring that all projects are delivered on-time and within budget to an agreed level of quality.

• Develop program strategy, supporting business case and various enterprise-wide, high-level project plans; manage the IT efforts in meeting the goals, objectives and performance indicators as identified in the VDSS Strategic Plan and DCSE strategic goals; and communicate program strategy, direction and changes with IT and business leadership.

• Manage a large team of functional and project managers; oversee all aspects of design, development and implementation of DCSE systems; ensure projects are defined, tracked and communicated effectively; track key project milestones and recommend adjustments to project managers; approve all Program Project Plans and manage project control and execution; ensure integration of projects and adjust project scope, timing, and budgets.

• Provide IT procurement level approval.

• Work with DCSE Executive Team to identify technology improvements; work with IT partnership on work request delivery and coordination of implementation; and implement program-wide IT management practices, governance standards, processes and metrics, and testing standards and protocols.

• Liaise with regulatory agencies at the state (APA, VITA, VDSS ISRM) and federal (OCSE, Treasury/IRS) levels, and private entities (contract vendors, national credit reporting bureaus).

Minimum Qualifications

Successful candidate will possess significant knowledge and expertise in the use of project management methodologies and tools, resource management practices, and change management techniques in the IT setting. Experience managing large scale projects in different technology areas simultaneously. Demonstrated ability to manage multiple project managers and ensure that resources are effectively utilized; analyze the results of post implementation reviews and make recommendations for continuous improvement; provide strategic direction for application migration to enterprise solutions and effectively leverage staff and technologies; manage the full product life cycle of IT applications, ensuring quality solutions through the product life cycle, systems development and production support; manage, coordinate and prioritize multiple activities concurrently; create and interpret advanced project metrics; oversee and contribute to DCSE’s Enterprise Architecture and support enterprise resource planning; perform State and Federal IT procurement of products and services; contribute to strategic planning and implement business objectives; perform financial management for major projects and programs; and communicate effectively, orally and in writing, with business owners, senior management, and a diverse audience.

Preferred Qualifications

Bachelor’s degree in Computer Science, Information Systems, Business Administration, or a related field, or an equivalent combination of training and work experience.

Special Requirements

The salary range posted for this position represents a total compensation package valued up to $207,000. This is based on the combined value of salary, insurance (health, disability, life), retirement and other benefits.

BACKGROUND INVESTIGATION
Employment with VDSS will be contingent upon completion of a background investigation that includes a criminal history check, employment verification, and previous supervisor/reference checks.

STATE-MANAGED SHELTER ASSIGNMENT
VDSS employees whose positions are in Band 5 and above perform in emergency roles if needed during state and federal disaster declarations. This is in accordance with the agency’s emergency responsibilities. The selected candidate will be assigned to an emergency role upon hire and is expected to perform in that capacity as needed.

EMPLOYMENT ELIGIBILITY VERIFICATION
VDSS will record information from each new employee’s Form I-9 (Employment Eligibility Verification) into the Federal E-Verify system to confirm identity and work authorization.
