Job Description

This position will redesign a key division within the Office of Licensure and Certification (OLC) in order to more effectively shape the Commonwealth’s health system and insurance landscape to better match the needs of the state. This position will have the exciting opportunity to establish a system to oversee the largest cooperative agreement to date in the country. The incumbent will provide vision and leadership as the division progresses to meet the evolving healthcare industry. It will accomplish this by providing oversight to the three (3) work units within the division of the OLC: 1)Cooperative Agreement, 2) Certificate of Public Need, and 3) Managed Care Health Insurance Provider/Peer Review Agency (MCHIP/PRA). This position will provide direction to a staff to actively monitor a Cooperative Agreement in Southwest Virginia on the extent of the benefits realized and compliance with the terms and conditions of the approval as well as describing the activities conducted. Points of focus for this Cooperative Agreement are: marketplace value, equitable access to care, adequate number of providers, system operating performance, system culture, academic and research impact, population health improvement and the system’s monetary commitments.The Certificate of Public Need (COPN) program requires that a provider of health care services must demonstrate that a public need exists, and receive a COPN approval from the Commissioner of Health for certain listed equipment and services, before establishing the service or adding capacity.This position manages the COPN in accomplishing its objectives of assuring that major medical care facilities expenditures are needed, do not unnecessarily duplicate existing facilities, and represent the most cost-effective alternative for providing the applicable medical care services. The MCHIP/PRA work unit monitors MCHIP/PRA network adequacy and quality and for carriers offering coverage within the ACA. Requires frequent contact with private and public sector employees, citizens, officials, boards and organizations. Responsibilities include resource management of finances, staff, facilities and equipment. Independently designs and manages programs within agency goals and objectives, and implements multiple COPN regulatory services that are primarily long range in focus. A comprehensive knowledge of the program(s) and services provided as well as the ability to integrate service delivery methods to meet quality and efficiency requirements and the ability to supervise staff are necessary.

Minimum Qualifications

A comprehensive knowledge of health systems and services, as well as the ability to interpret and manage complex state regulatory programs are required. Requires superior editorial, analytical, and rhetorical skills. Ability to independently produce reports and correspondence on a personal computer. Ability to authoritatively represent VDH on issues of the division before the legislature and persons or organizations affected by COPN, cooperative agreement and MCHIP/PRA regulation.

Preferred Qualifications

Considerable knowledge of health care industry organization and financing with administration experience at the hospital, system or governmental level; especially medical care facilities planning, marketing, and development, and contemporary issues in health care policy is preferred. Experience with population health measures and monitoring; and/or experience with health insurance and the ACA is preferred.Masters level in Health Administration, Public Health, Public Administration, or Business Administration or Baccalaureate degree and equivalent relevant management/supervisory experience in health planning or health care administration.

Employment is contingent upon satisfactory results of a state and federal criminal history background check and the Department of Social Services’s Child Abuse and Neglect Central Registry check, U.S. HHS IG Exclusion List check, employment reference check, and E-Verify. The selected candidate must complete a Statement of Personal Economic Interests as a condition of employment if applicable (VA Code Section 2.2-3114).
