Job Description

This position is with the Department of Corrections’ Western Regional Office located in Roanoke, Virginia.

To plan, implement, and manage a comprehensive human resource program that provides support, training, guidance, and consultative services on Human Resource issues to managers, supervisors, and employees assigned to all Community Corrections units in the Western Region. Supervises and/or performs all human resource, timekeeping, payroll transactions, and employee relations functions for the Western Regional Office.

Consults with managers on issues related to staffing, policy compliance and organizational development/management, as well as directs the work of paraprofessional and professional staff engaged in activities such as recruitment, compensation management, benefits administration, payroll processing and internal and external human relations. Provides guidance and assistance to employees, supervisors, and managers in a variety of human resource functions to ensure compliance with State and departmental policy and procedures. Manages and organizes automated and manual files in order that information can be retrieved timely and accurately.

Minimum Qualifications

High school diploma or equivalent. Valid Driver’s license. Considerable working knowledge of human resources policies, procedures, and organizational functions. Demonstrated ability to plan and implement multiple human resources functions for a variety of job classifications, supervise the work of paraprofessionals, to communicate effectively orally and in writing with department heads, employees, and others. Demonstrated ability to analyze, counsel, and recommend resolution of employee relation’s problems, classification and compensation issues, training needs, and employment and recruitment requirements and take appropriate actions. Strong interpersonal skills.

Preferred Qualifications

Prefer graduation from an accredited college or university with course work in human resource management, public administration, a related field, or applicable training and experience indicating possession of the preceding knowledge, skills, and abilities. Prefer computer skills in Microsoft Word, Excel, Access and other office equipment. Strong preference for considerable working knowledge of human resources principles and practices of human resource management including EEO/ADA/FLSA/FMLA, Classification and Compensation, Recruitment, Leave and Benefits, Grievance Procedure, and Performance Appraisal.
