Job Description

The Department of Criminal Justice Services’ (DCJS) awards more than 1000 grants per year totaling more than $250M. DCJS’ Division of Administration seeks a highly qualified and motivated full-time professional dedicated to administering and managing the Agency’s grant-making, reporting and reconciliation processes for the federal and state criminal justice grants the agency awards.

As the Grants Administration Manager, this individual will:
• Develop and implement the policies and procedures by which the Agency manages and administers its state and federally funded grant programs portfolio.
• Supervise the receipt, processing, and preparation of sub-grant applications for review and approval by the Grants Committee of the Criminal Justice Services Board and perform other administrative grant duties.
• Ensure that all transactions are completed accurately and in compliance with applicable federal and state grant rules, policies, and regulations.
• Direct grants administration staff in carrying out all duties associated with administering federal and state grant programs including; documentation, reconciliation, reporting, and audit.
• Work with agency staff responsible for managing and monitoring sub-grants.
• Respond to inquiries concerning grants and grant programs.
• Determine impact and comply with state/federal rules, policies, and regulations on grants.
• Manage the operation of the agencies Grants Management Information System.

Minimum Qualifications

The ideal candidate must possess the following required qualifications:
• Demonstrated extensive experience with directing a large grants portfolio including the dissemination of sub-grants and administration of multiple funding sources.
• Demonstrated extensive experience with the interpretation and application of policies and procedures required for managing and operating both federal and state grant programs.
• Experience managing the grant process from solicitation through close out for federal/state grant programs.
• Experience with implementing and monitoring systems of checks and balances consistent with standard accounting practices.
• Experience working with individual grantees to interpret or provide guidance on pre-award or post-award inquiries and/or issues.
• Experience making presentations to a wide range of groups and organizations.
• Experience managing personnel or project teams.
• Extensive demonstrated experience with Microsoft Office Suite including Access and Excel.
• Demonstrated ability to manage multiple tasks and deadlines.
• Attention to detail and accuracy.
• Excellent verbal and written communication skills with a proven ability to compose narrative reports and correspondence.
• Demonstrated ability to work independently and as part of a team.
• A strong work ethic, excellent customer service and interpersonal skills, and a positive attitude.
• Ability to travel occasionally overnight.
• High school diploma or equivalent.

Preferred Qualifications

The preferred qualifications are:
• A post-secondary education to include bachelors, masters, or other professional training/certification in areas related to finance, accounting, or business administration, or an equivalent combination of education, training, and experience may substitute for educational requirements.
• Experience working with automated Grants Administration electronic system applications.
• Experience managing administrative or financial personnel.

Special Requirements

Interview candidates may be required to demonstrate the skills and abilities necessary for satisfactory performance of work. The candidate selected for the position must successfully complete a criminal background investigation and complete and submit a Form I-9 (Employment Eligibility Verification) which will be entered into the Federal E-Verify system to confirm identity and work authorization. In addition, the selected candidate who begins original employment or re-employment in this position must serve a 12-month probationary period effective from the date of employment.
