Job Description

This position provides financial, administrative, and support services to the Department of Health Professions (DHP). This position manages and evaluates a variety of financial functions requiring knowledge and application of accounting principles, auditing standards, and regulatory compliance. The position manages the Central Receipting Center (CRC) staff tasked with collecting and recording all mail-in/walk-in fee receipts, ensuring quality customer service, effective teamwork, and compliance with applicable agency/State laws and regulations. Reviews and approves accounting transactions; performs complex and varied analysis and reconciliations; oversees pre-certification payroll activities; oversees Cardinal General Ledger activity; supervises the Office of the Secretary Travel Approval Program; coordinates the Agency Airline Travel Program as the official Agency Travel Cardholder; and develops, interprets, and evaluates processes to ensure compliance with applicable agency, state, and federal policies and procedures. Routinely interacts with internal and external professionals, senior management, and the public requiring a high level of communication skills to analyze and resolve issues. Coordinates efforts with the Accounts Payable Manager, Accounts Receivable Manager, Budget Manager and Procurement Manager to develop, implement and maintain fiscal processes. Leads and assists other managers with the Division’s goals by developing, coordinating and conducting staff training, routine audits, and fiscal year-end closeout activities. Assists and collaborates with the Financial Services Director, Accounts Payable Manager, Accounts Receivable Manager and Senior Accountants in a variety of financial and operational functions to promote continuous improvement and ensure efficiency and effectiveness of business processes. Supervises fiscal staff responsible for fee processing, reconciliations, financial reporting, and other fiscal activities. Works closely with the Administrative management team on multifunctional team activities.

Minimum Qualifications

•Demonstrated ability to independently plan, direct, and manage a specialty area in accounting operations and develop staff engaged in financial activities.
•Demonstrated ability to work in a team environment and build relationships within a diverse population.
•Demonstrated ability to apply sound professional judgment, knowledge, and experience to make effective decisions and recommendations regarding divisional resources and accounting operations.
•Demonstrated ability to assemble, analyze, and prepare reports and statements covering complex financial data; to read, explain and apply policy, technical manuals, and legislative statutes.
•Demonstrated ability to write and develop policies and procedures, and implement recommendations and strategies to enhance existing policies and procedures.
•Demonstrated ability to independently prioritize and manage multiple tasks and achieve results in a fast-paced environment.
•Strong ability to effectively reason, conduct comprehensive analyses of complex financial or operational data, interpret, and/or evaluate compliance with regulations, policies, and procedures.
•Demonstrated experience using the Microsoft Office Suite (specifically Microsoft Word, Excel, PowerPoint, and Outlook).
•Strong interpersonal and communication (written and oral) skills.
•Strong time management and organizational skills.
•Working knowledge of generally accepted accounting principles.
•Working knowledge of accounting functions and operations.
•Knowledge of management and supervisory principles, and the ability to supervise and direct staff in the timely and accurate accomplishment of varied duties and priorities.

Preferred Qualifications

•Graduation from a college or university with major coursework in business administration, accounting, or a related field and experience related to the duties of the position or an equivalent combination of training and experience.
•Strong experience in fiscal functions to include cash management, fee processing, payroll processes, and travel processes.
•Demonstrated database experience with System Automation’s MyLicense Office system or similar licensing systems.
•Comprehensive knowledge of the Commonwealth Accounting Policies and Procedures (CAPP) manual, particularly in the area of cash management, payroll, financial reporting and travel regulations.
•Experience with the Commonwealth’s Financial Management System, Cardinal.
•CPA or Audit experience.
•Extensive and progressive management experience.
