Job Description

The Virginia Department of Social Services is looking for a highly-motivated and experienced manager to guide its Child Care Quality Improvement and Professional Development Programs. Provides leadership, direction, coordination, and management of programs and staff. Supports child care programs and initiatives in Virginia to increase quality and build the knowledge, skills and competencies of the child care workforce. Leads inter and intra-agency efforts to improve childhood programs. Optimizes available technology to facilitate effectiveness and efficiency. Travel periodically required. Reports to the Division Director.

Minimum Qualifications

• Comprehensive knowledge of early childhood development, child care quality improvement, and/or professional development of the early care and education workforce
• Experience developing and administering tactical and/or operational plans
• Proven ability to work with stakeholders of various levels
• Demonstrated effective oral and written communications skills (examples: presentations and written reports)
• Experience leading, managing, and motivating professional staff
• Experience in administration, management, supervision, and networking with a variety of public and private agencies and organizations
• Track record of accomplishments in child care and/or early childhood development
• Bachelor’s degree with coursework in human development, social work, education, public administration, or a related field or equivalent work experience

Preferred Qualifications

• Experience in early childhood education programs
• Knowledge of child development and child care research and trends
• Skill in leading collaborative groups
• Master’s degree or equivalent experience in a related field

Special Requirements

Employment will be contingent upon successfully passing a criminal history background check.

VDSS employees whose positions are in Band 5 and above perform in emergency roles if needed during state and federal disaster declarations. This is in accordance with the agency’s emergency responsibilities. The selected candidate will be assigned to an emergency role upon hire and is expected to perform in that capacity as needed.

VDSS will record information from each new employee’s Form I-9 (Employment Eligibility Verification) into the Federal E-Verify system to confirm identity and work authorization.
