Job Description

The Virginia Department of Health seeks applicants for Deputy Director (Physician II) for the Cumberland Plateau and LENOWISCO Health Districts. The CPHD is comprised of the counties of Buchanan, Dickenson, Russell and Tazewell. The LENOWISCO Health District is comprised of the counties of Wise, Lee, Scott and the City of Norton. The Cumberland Plateau District Office headquarters is located at 224 Clydesway Drive, Lebanon, VA, where this position is based. The CPHD and Lenowisco Health Districts are predominantly rural area encompassing 3200 square miles within the eight localities. The geography of the region varies by county between very mountainous terrains to ridge and valley systems along the Southern Appalachians to small rural towns that are dotted along the beautiful and unique landscapes of the far Southwest region. The Deputy Director is a state employee, who will report to the Health District Director for the two districts. The duties of the Deputy Director will be to oversee clinical operations for the two District, including direct supervision of four full time and other part-time nurse practitioners, and two district epidemiologists. This position provides direct supervisory and leadership support for medical, nursing and epidemiology programs and activities of the districts including continuous quality improvement actions. As chief clinician for the two districts, serves as clinical expert to the epidemiology activities including but not limited the epidemiology response teams (ERTs) when activated; district responses to reportable diseases; developing, implementing and evaluating outbreak response, in consultation with state and regional epi; monitoring disease reports and trends (both acute and chronic disease); serves as resource for staff responding to diseases of public health threat (SARS, MERS-CoV, and others) in collaboration with regional and state partners and for response to other conditions/diseases of significance (including but not limited to TB, HIV, HBV, HCV, measles, meningitis and others). Assures continuous quality improvement around epi functions in the districts. Develops and nurtures an interdisciplinary staff to conduct and analyze community assessment and community health improvement plans on an on-going basis and to target priority needs and direction for provision of community resources including but not limited to program design, program evaluation, resource allocation, provision of services, health education, environmental protection, and inter-agency organization of health related activities. Serves as community resource on communicable disease issues and health risk reduction. Responds to media inquiries related to clinical and epidemiological district priorities. Works with elected state and local officials, community leaders, health care providers and other state and local agencies. This position is mission critical to the strategic plan and the services provided by
the health district.

Minimum Qualifications

Thorough knowledge of clinical medicine and public health practice.
Considerable knowledge of reproductive and women’s health principles and practices to enable clinical care.
Experience providing oversight to providers and clinical staff.
Knowledge of required reportable diseases in Virginia.
Skilled in administering clinical programs including QI and reporting requirements and professional supervision in a dynamic environment.
Experience in a leadership or supervisory role.
Ability to communicate effectively orally and in writing.
Ability to work both independently and as a member of teams comprised of professionals and laypersons.
Ability to effectively interact with the media and engage public partners and stakeholders.
Ability to handle dynamic, rapidly changing environment and to help other cope with changes in the workplace.
Must have a valid Virginia license to practice medicine or immediately eligible.

Preferred Qualifications

Board certification in Family Medicine, Internal Medicine or Obstetrics/Gynecology;

Master of Public Health or equivalent combination of training and experience.
