Job Description

The Virginia Department of Conservation and Recreation, Division of Soil and Water Conservation, is seeking an individual to serve as the primary Liaison to the Virginia Association of Soil and Water Conservation Districts and 47 local Districts. This position administers the Association’s annual grant agreement and separate annual cost-share and operational grant agreements for each of the 47 Districts in Virginia. Coordinates quarterly funding payments to each District from individual budget allocations. Summarizes and reports on the grant deliverable performance of each District. Schedules District audits. Maintains the District Fiscal Operations Guide. Coordinates the annual submission of District funding needs. Gives presentations and coordinates reports on District-related matters. Facilitates District Director and staff training. Maintains District Director Training Handbook. Negotiates agreements with trainers and monitors their performance. Processes District Director appointments and resignations. Administers the annual Clean Water Farm Awards. Coordinates regional agency staff that assist their assigned Districts.

Minimum Qualifications

Demonstrated experience in program administration, working with financial grants, word processing, databases including spreadsheets, negotiation, conflict resolution , and group facilitation or public relations are required. Knowledge of federal or state soil and water conservation, or other government environmental agricultural programs is required. Demonstrated ability to effectively manage multiple projects, work independently, and deliver oral and written presentations.

Preferred Qualifications

A bachelor’s degree and experience in environmental science, environmental planning, natural resource management, or a related field or equivalent is preferred. Experience with Soil and Water Conservation Districts, the Virginia Agricultural Cost-Share program, and the Virginia Agricultural BMP Tracking System preferred. Must possess ability to travel primarily during the day, but some overnight travel may be required. Must possess a valid driver’s license to drive to job related activities or have reliable transportation to get to job related activities.
