Job Description

The Virginia Department of Behavioral Health and Developmental Services’ Office of Licensing is seeking an accomplished professional to direct the statewide program to license, monitor, inspect and regulate all public and private providers serving consumers with mental illness, developmental disabilities, and substance use disorders. Duties include directing the implementation of the Licensing program; providing supervision, direction and training to staff, overseeing program development, implementation and monitoring, and providing licensing related education, training and technical assistance. The Director will provide technical assistance through provision of clinical and programmatic education to a provider/constituent base of stakeholders. This position will be a culture change agent within the Office of Licensing promoting the mission and vision of recovery oriented and person centered systems of care.

Minimum Qualifications

Leadership experience in a complex geographically dispersed health system and a team based environment. Demonstrated ability to work within and comply with state and federal laws, regulations and policies within a health care environment; to work effectively with a broad base of constituents; to supervise and train a diverse workforce; to develop and interpret regulations; to develop problem-solving strategies; and in improving healthcare outcomes. Customer service oriented. Experience in strategic planning, financial management and resource development. Experience in data driven decision making and quality and performance improvement strategies. Knowledge of acceptable standards of care, treatment, and habilitation in a healthcare treatment setting related to behavioral health, substance use, and developmental disability services; regulatory and clinical standards setting processes; and state of the art quality improvement principles and practices. Successful written, verbal, and interpersonal skills. Experience in clinical, administrative, management and quality assurance functions. Direct training and experience may be considered in lieu of educational requirements.

Preferred Qualifications

Master’s degree preferred.
