Job Description

Virginia Community College System (VCCS):

Virginia’s Community Colleges were created more than 50 years ago to address Virginia’s unmet needs in higher education and workforce training. With its mission to give everyone the opportunity to learn and develop the right skills so lives and communities are strengthened, the VCCS works to provide world class services that foster and expand access to exemplary learning experiences for all by expanding access, providing affordability, supporting student success, expanding workforce development training, and securing resources to achieve its goals.

Shared Services Center (SSC):

Creating the SSC is an innovative strategy to support the VCCS mission by reducing the administrative burden of common and routine administrative transactions on individual colleges and the System Office. These services include functions in the areas of human resources, fiscal services, payroll, and procurement.

By consolidating these transactions in a single center and leveraging the size of the VCCS, the VCCS will realize economies of scale, improve backroom process efficiency, achieve regulatory compliance, reduce transactional costs and improve the quality of goods and services obtained or provided by the center on behalf of the 23 colleges and System Office.

Procurement Operations (PO):

As a service within the SSC, Procurement Operations provides a unified procurement and contracting process for all 40 campuses of the 23 colleges as well as the System Office. Procurement Operations will consist of a team of procurement professionals focused on excellence in service, full regulatory compliance, and continuous improvement in procurement operations. When fully deployed, the SSC Procurement Operations will be responsible for spend in excess of $250 million annually.

Under their direct supervisor the Strategic Sourcing Officer (SSO) procures a wide variety of goods and services for the 23 VCCS colleges, the System Office and the Shared Services Center. The SSO is a member of the SSC Procurement Contract Team. The position also:
•Solicits and issues contracts for goods and services as needed by the VCCS system-wide customers utilizing a variety of advanced complex procurement methods.
•Establishes contracts for maximum optimal strategic value in quality, pricing and flexibility. Further, these contracts enable supplier innovation and creatively to deliver beyond the stated value.
•Manages a portfolio of term contracts for use by the SSC customers (potentially including other public bodies).
•Utilizes advanced market research and analytical data techniques to make appropriate complex system-wide sourcing decisions.
•Ensures that all purchases are performed accurately and timely and in accordance with applicable VCCS and state policies and applicable laws.
•Employs best, optimal business practices to continuously improve performance, compliance, efficiency and effectiveness.

Minimum Qualifications

•Multiple years of complex procurement experience
•Current Virginia Contracting Officer (VCO) certification or ability to obtain Virginia Contracting Associate (VCA) and VCO within one year of hire; see https://vip.dgs.virginia.gov/ for more information on VCA and VCO certification process
•Procurement experience in higher education and/or state government
•Bachelor’s degree from an accredited institution, or equivalent education and experience
•Required to maintain a home office or other mobile/remote work arrangements
•Frequent travel required

Preferred Qualifications

•Expertise in interpreting legal agreements and modifying for compliance
•Working knowledge of VCCS procurement policies
•Working knowledge of eVA (state procurement system)
•Working knowledge with AIS/PeopleSoft functionality
•Procurement certification(s): VCO, VCA
•Additional procurement certification(s): CPPB, CPPO, VCCO, VCM or other government procurement certification
•Professional procurement certification(s): CPM, CPSM, CPIM, CSCP or other nationally recognized procurement/contract management certification
•Experience in high performance organization using recognized continuous improvement techniques

Special Requirements

Telework is available for this position, which is located at the VCCS System Office in Richmond, VA, and regular periodic travel to that office will be required, as well as, regular travel to the Shared Services Center in Daleville, VA.

The Shared Services Center is located in the beautiful mountain area of Daleville, Virginia. The VCCS System Office is located in the Arboretum Business Park off of Midlothian Turnpike in southwest of Richmond.

This position is a state classified position and the individual hired will be required to serve a one-year probationary period. The VCCS offers competitive compensation along with excellent benefits and opportunity for career development.
